Rulemaking Services, LLC is a Maryland-based small business. All work is provided by Thomas O. Gessel. Before Mr. Gessel started Rulemaking Services, LLC, he drafted the current edition of the Reg Map. Now, as the sole provider of services at Rulemaking Services, LLC, he drafts rulemaking documents, prepares rulemaking handbooks, and teaches rulemaking courses.

 

Mr. Gessel drafts proposed rules, final rules, interim final rules, notices, and other rulemaking documents for Federal agencies.

Handbook for Developing Rulemaking Documents

Mr. Gessel has prepared a prototype Handbook that can be tailored for specific agency groups to provide instructions in “cookbook style” for developing rulemaking documents. Contact Mr. Gessel to learn about how the prototype handbook can be tailored to meet your agency needs.

For those involved in Federal rulemaking activities, Mr. Gessel conducts a two-day course captioned "Informal Rulemaking - How to Make It Work For You."  It is the most effective tool on the market for improving skills and increasing productivity.  Course topics include:

  • Understanding the provisions of the Administrative Procedure Act,
  • Using the different types of rulemaking documents,
  • Preparing rule text,
  • Preparing the "basis and purpose" portion of the preamble, and
  • Understanding when statutes and executive orders require the preparation of analyses.

Reg Map

Mr. Gessel drafted the original edition of the Reg Map which was used for many years by government officials, law schools students, and others to understand rulemaking requirements.  A link to the Reg Map, which has been changed to include additional information, can be found on the GSA regulatory website at www.reginfo.gov.
